In a pair of memoranda released on December 12, 2019, the Michigan Department of Education notified school districts of updates to important operational requirements.
The first memorandum, titled “Process for Approval of Qualifying Professional Development as Instructional Hours Memo,” contains information regarding MCL 388.1701(10), which was amended to allow up to 38 hours of qualifying professional development to count as pupil instructional hours. The second memorandum, titled “2019‑20 Pupil Accounting Manual Update,” is self‑explanatory. The Pupil Accounting Manual contains references to statutes, Attorney General opinions, and clarifications of current MDE guidance and policies. The Manual is accessible here.
